The parking vehicle number calculation section calculates this-time parking vehicle numbers of respective vehicle types based on last-time parking vehicle numbers of the respective vehicle types, recent entering vehicle numbers of the respective vehicle types, and recent leaving vehicle numbers of the respective vehicle types. When the this-time parking rate/congestion degree of a certain vehicle type exceeds 100% in calculating this-time parking rates/congestion degrees of the respective vehicle types based on the this-time parking vehicle numbers of the respective vehicle types and parking frame numbers for the respective vehicle types, the parking rate calculation section calculates the this-time parking rates/congestion degrees of the other vehicle types when the certain vehicle type parks at the parking frame for the other vehicle types based on how many certain-vehicle types are excluded from the parking frames for the certain-vehicle type and also based on the number of the other vehicle types which are converted into the one certain-vehicle type.SELECTED DRAWING: Figure 3
