This paper introduces the efforts to develop the state-of-the-art Traffic Research Laboratory (TReL) within Turner-Fairbank Highway Research Center (TFHRC), Federal Highway Administration (FHWA). The major objectives of this laboratory are designed to evaluate various components of the Advanced Traffic Management System. Specifically, in this paper, the objectives of the TReL are elaborated on and the functional design of the TReL is discussed. In addition, This work presents an example of how the TReL is used to evaluate ITS R & D projects.
