The Philippines is prone to road traffic accidents caused by reckless driving in a vehicle-dominated country, such as overspeeding. Some drivers act on the temptation to speed their vehicles on every freeway. The Metropolitan Manila Development Authority (MMDA) and the Land Transportation Office (LTO) implemented a no-contact apprehension policy to apprehend vehicles violating the traffic rules and regulations. This is done to avoid casualties and unnecessary interactions between the violator and the apprehending officer. A system for recognizing the license plate and owner of overspeeding vehicles has been developed in this study. CCTV footage provided by the MMDA captures frames with visible license plates, compares them to a database, and displays the owner's information. Laboratory Virtual Instrument Engineering Workbench (LabVIEW) simulates the system.
