The project consists of construction of a four-lane full freeway for 6.4 miles in and approaching the City of Eureka in Humboldt County. The primary environmental benefits will be the removal of traffic congestion and truck noise from the main streets of Eureka's downtown area, which presently adversely affects the City's shopping and cultural environment. Redevelopment and revitalization of the waterfront and downtown are dependent upon elimination of these negative effects. Adverse environmental effect will be the displacement of people involving approximately 427 living units. (Author)
