The purpose of the proposed highway is to provide a safe and efficient limited access expressway to by-pass the congested central business district in the borough of Warren and to provide a connection between two major highways. The project will have both a positive and a negative impact on the environment. Completion of the project will relieve traffic congestion in Warren, thus reducing noise levels and air pollution. Safety to the residents of Warren will be improved. The encroachments into the Allegheny River and on the recreational land will be negative effects. Noise pollution is unavoidable, but its magnitude will be reduced to a minimum by the location of the project. Siltation and sedimentation into the Allegheny River are unavoidable during construction.
