The report presents the initial stages of developing analytical techniques for evaluating design and/or control improvement plans on a freeway-corridor basis. It describes the proposed structure of the freeway-corridor model and the first generation version of a major arterial street model (called the MART1 model). Views on control strategies and design improvements are introduced within the corridor framework. Plans for future research are included.
