Traffic operations on the inbound Gulf Freeway were analyzed to determine if an acceptable level of service was being provided when an accident, stalled vehicle, or other similar incident occurred on the freeway. The magnitude and frequency of the congestion and delays experienced due to the occurrence of incidents were analyzed for significance. The diversion of traffic around an incident on the freeway was determined to be a feasible method of reducing the congestion and increasing the level of service. The operational results obtained from this system can be used as inputs to the design of a recommended total corridor system.
