The Sport Aviation Manufacturers Association is seeking to develop and secure appropriate modifications in the FAR certification rules and airworthiness standards. The primary emphasis must be safety of flight, which must start with handling qualities. Handling qualities must start with the spin phenomena, since aircraft accident history reveals the spin to be the greatest source of general aviation accidents.
