The development of an efficient, stable, self-trimming ram wing vehicle for operation over water is described. Low aspect ratio, structurally efficient wings have high lift over drag ratios when operated in close proximity of a surface. An apparent static pitch and heave instability has prevented the design of practical ram wing vehicles until recently. The paper describes the design, wind tunnel testing and radio controlled model testing of a two man ram-wing boat, which at full scale would have a gross weight of 1500 pounds cruise at 70 miles per hour over one foot waves and require thirty horsepower.
