The proposed highway improvement consists of a freeway on Routes 29 and 121 between existing Route 29 near Soscol Road and Imola Avenue West, a distance of 4.8 miles, near the City of Napa. The project will primarily provide a beneficial effect on the State, region, and community traffic facilities in the Napa area. There will be a reduction in congestion for through traffic and improved circulation for local traffic as a result of the project. Accident rates on the proposed freeway will be lower than on existing roads. There will be no significant impetus to growth and development because no large new areas of land will be opened up by the project.
