Representatives of the Columbia River Towing Association reported recent structural and/or operational changes at John Day Lock and Dam have created difficult navigation conditions for tows entering or leaving the lower lock approach Therefore, the U.S. Army Engineer District, Portland, decided to use the existing 1:80-scale fixed-bed model of John Day Lock and Dam located at the U.S. Army Engineer Research and Development Center to investigate and document conditions in the lower lock approach before and after the changes. This report describes the model and prototype experiments conducted to investigate and document navigation conditions before and after the structural and operations changes.
