The report presents the results of a comprehensive review and evaluation of the processes being applied by highway agencies in solving the numerous difficult problems attendant to the rehabilitation of busy freeways in urban areas. Procedures that have met with some success in planning, designing, constructing, and providing traffic controls when major freeway rehabilitation projects have had to be undertaken are described. Research needs are pointed out.
