The Willard Partial Flood Protection Plan, as proposed, will consist of utilizing an existing highway fill as a barrier levee by installation of a flap gate on a culvert to prevent backwater flooding of Willard, Carter County, Kentucky. Willard is located on the right bank of Dry Fork, a tributary of Little Fork of Little Sandy River. No discernible adverse environmental effects were determined to result from the project.
