In 1985, the PA. Dept of Trans. implemented a systematic technique to inventory the condition and location of guide rail and median barrier along Pennsylvania's highways. A major recommendation of the task force which developed the guide rail inventory was to review the Department's guide rail standards and warrants and, where feasible, to make revisions. A special task force reviewed other states' criteria and research reports and consulted with a number of state and federal officials. The task force also recommended several other changes to the Department's guide rail standards which will result in a more efficient use of resources without compromising the safety of the roadside environment. The report outlines the recommended changes and the procedures used.
