The handbook prescribes Federal standards for observing and reporting observations from the Cooperative Meteorological Rocket Network which provides valuable data for Federal agencies, aerospace contractors and universities concerned with diverse purposes such as the calibration and validation of data from meteorological satellites, design and reentry of space vehicles, performance of aerospace vehicles and understanding, monitoring, analyzing, and predicting atmospheric processes. The standards in the handbook apply to all agencies that participate in the network and provide a reference for users of these data.
