In 1969, the city of Williamsport, Pa., purchased the city bus lines. Thereby preserving transit service since the private operator had been suffering losses which precluded continuation of operations. However, performance of bus operations has been declining. Questions have been raised as to whether existing service should be increased or decreased, fares raised or lowered, routes changed, or apportionment of operating losses to service municipalities be re-evaluated, and whether the ever-increasing deficit can be decreased. The study was undertaken to answer the above questions and to develop a program covering the period 1973-77.
