Due to the dangers inherent in the use and disposal of hazardous materials and waste, EPA has established cradle-to-grave management of hazardous waste. While Navy shore activities have the major role of ensuring Navy compliance with the regulations, Naval ships must perform certain operations relative to HW generated aboard ship and transferred ashore for dispoal. The management of HM/W aboard ship is different from that shore because of several unique problems, including limited storage, the extent of different types of HM/W, the danger of fire, different local regulations of the receiving activities, and the limited awareness of shipboard personnel. To meet the needs for handling HM/W aboard ship, the NAVSEA Shipboard HM/W Management Program was established. The cornerstone of the program is the Shipboard HM/W Management Plan which gives guidance to the Shipboard HM/W Coordinator on implementing the proper handling and disposal techniques. Other important objectives of the program are to provide all the information needed for the safe use, storage and disposal of HM/W at both the worker and management level and to improve shipboard storage, provide training and a spill kit for clean-up of HM/W spills.
