Task 1 of the Terms of Reference (TOR) outlined in Annex 1 of the Grant Agreement for the Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM) Feasibility Study for the five states of Georgia, Armenia, Moldova, Azerbaijan, and Ukraine states that the Regional Air Navigation Services Development Association (RADA) Working Group (WG) shall participate in a 2-day meeting with the study contractor, Robinson Aviation, Inc. (RVA). The purpose of the meeting will be to develop a detailed and realistic work plan and schedule for the completion of this feasibility study. That meeting took place on April 6-7, 2004, in Kiev, Ukraine. A tour of the Ukraine air traffic control (ATC) facilities in Kiev took place on April 6; therefore, the WG meeting took place on the following day, April 7, at the Area Control Center (ACC) in Kiev.
