The National Park Service (NPS) proposes to construct a new access road from Father Capodanno Boulevard into the north end of the park and to increase the parking capacity for the Miller Field area. A paved pedestrian trail would also be constructed, which would connect the existing trail along Father Capodanno Boulevard to the WWII Memorial and the existing trail located along the east side of Shore Road. The parking improvements include the addition of a new parking area adjacent to the newly proposed northern access road, reconstruction of Parking Lot E, reconstruction of Parking Lot F, and expansion of Parking Lot B to add a third row of parking to the northeast. A pedestrian trail is also proposed at the east end of the Park.
