The manual identifies the major causes of road traffic noise and discusses the role of traffic management and road design as noise abatement tools. Noise control is shown to be a vital facet of efficient road design. Guidelines are given which, if implemented, would ensure a reduction in the extent of the traffic noise problem associated with new roads. The cost implications of various engineering solutions to the traffic noise problem are quantified; it is shown that noise control must be accepted as a major design input in all future road schemes. The manual also gives some indication of the extent of the traffic noise problem by comparing a range of traffic flows for different freeway configurations with the currently recommended maximum outdoor noise limits for different land uses in residential areas.
