Human factors and system safety engineering concepts frequently have not been incorporated in the design of U.S. Navy aircraft cockpits. The relationship of human factors cockpit deficiencies to pilot error and operator inefficiency is examined and the need for a comprehensive data base of these deficiencies is demonstrated. A questionnaire was designed and developed to collect the required data from the operators of naval aircraft. Results from administering the questionnaire to a number of subjects substantiate the validity of the method for gathering the human factors deficiency data. Recommendations are made for expanding the data collection to a Navy-wide basis. (Author)
