Traffic Operations is concerned with making the existing highway system work. While Traffic Operations have a close relationship to the design and construction of highways, the main responsibility of this function is to develop maximum highway transportation safety and efficiency within the realistic limits of current financing and technical capability. Traffic Operations includes the detection and analysis of problems, whether they be accidents or conjestion, and the development of short and long range improvements. (Author)
