To enhance safety on mountain highways at night, this paper analyzes the influences of night environment on driver braking behaviors and modifies a stopping sight distance model for nighttime driving environments. This model was obtained by applying the total braking response time model proposed in this study. Also, the impacts of longitudinal grade, traffic density and the number of lanes on braking distance were quantified into this model. Then, the maximum speed condition that satisfies braking safety was established with the above-mentioned models, and the formula for calculating the maximum safe speed is presented. Finally, an example of National Highway 316 in Fujian was used to calculate safe speeds in different weather and traffic conditions in each time period during night. The results offer clues to dynamic speed management and driving safety on the mountain highway at night.
