Traffic congestion as a worldwide problem not only causes traffic delays but also causes a series of environmental problems. Evaluating traffic congestion impacts more efficiently, reasonably, and systematically becomes a fundamental issue. In this context, this paper strives to propose a comprehensive estimation model based on a novel parameter–“continuous congestion,” which is a comprehensive evaluation index by combining all characteristics of traffic congestion. The most important feature of this method is the formation-dissipation process of congestion that is used as the evaluation target. The method estimates full-scale congestion as a whole, breaks the restriction of road classifications and regions, and expands the comparable range of congestions. Finally, a case study is conducted on the West 2nd Ring Road in Beijing.
