The travel time reliability analysis introduces a new network performance measure for supplying information and evaluating the alternative scheme for network design and improvement. This paper presents a methodology for evaluating network travel time reliability, based on the sensitivity system of the User Equilibrium with link capacity constraints. A path-based algorithm is developed for solving the capacitated UE model. The sensitivity equations of the capacitated UE is built on the optimality conditions and used for the evaluation of travel time reliability.
