Method of floating car data (FCD) is effective for traffic state estimation. However, using only position and time information sent by FCD vehicles, for short road segments with long cycle time, the averaged FCD travel time could not reflect real traffic state due to the sample size limitation. A data preprocess method is proposed aiming at improving estimation accuracy at signalized road segments using existing sample data and effective green ratios. It is shown both in theoretical proofs and empirical results that the method is effective and practical.
