In the viewpoints of both sustainability and development, this paper attempts to establish a backcasting analysis framework to assess the urban and transport policies for the developments of developing cities in the future. The proposed backcasting approach is based on a newly developed integrated model; and the stochastic frontier analysis method is adopted in the backcasting process to define the environmental efficiencies of various comprehensive policies' applications. With the urban transport development of Jabodetabek of Indonesia in the future studied using this backcasting framework, it is confirmed that such backcasting approach can substantially offer a reasonable assessment measure for the sustainable and efficient urban transport developments of developing cities.
