Under the high-speed rail transfer network, the mutual substitution of trains and the impact of passenger travel time on ticket allocation are considered. With the comprehensive income of the railway sector and passengers as the goal, the probability of each travel scheme is derived using the theory of random utility to construct a random nonlinearity. Integer programming model was solved using software GAMS. A case is used to analyze this problem. Compared with the solution that only considers the ticket revenue, the solution obtained by the railway sector increased by 2.48%, and the travel time of passengers decreased by 3.32%. The results show that under the high-speed rail transfer network, this ticket allocation method that takes into account the travel time of passengers can not only reduce the travel time of passengers, but also have a positive effect on improving transportation efficiency.
