In this paper, based on variation law shown in field data, a new method is provided for quantitatively recognizing car-following status. It yields that vehicles whose time-headways are less than 5s should be recognized as following cars. The data of vehicles judged as follower are used to probe the characteristics of drivers' preferred time headway. From the analysis of field data it's found that preferred time headway, differs from previous knowledge, varies with travel speed. Furthermore, a lognormal model is applied to fit the distribution of preferred time headway within categories of speed. The results of Chi-square tests show that the model fits the field data very well.
