Green conception refers to an ideological system intended to realize sustainable development through coordinating the balance between the environment effect and economic benefit. Based on green conception the essential of the interaction development between port cluster and city is the impetus of port cluster to urban economy and the restriction of urban environment to port cluster. This paper analyzes the theory of green favorable interaction development between port cluster and city from the aspect of system engineering, and presents a frame that a multi-objective and dynamic input-output optimization model solved by genetic algorithm, which can be used in evaluating the optimal contribution of port cluster to urban economy to achieve population equilibrium between economic benefit of port cluster and resource consumption as well as environmental protection of city, and as a result, the new applied theory and methodology can be provided for the research on the interaction development between port cluster and city.
