The Port of Bata is a free trade zone, sovereign concession of 1200 acres (+) on the Gulf of Guinea. The oil infrastructure and support base includes a 25 million barrel tank farm, metering station, and deepwater moorings for large tankers. The modern seaport will service large container ships and the port provides a high security storage and container yard for 20,000(+) TEUs. This paper addresses the general design, the design build process envisaged, financing, and operating methodology. The technical evaluation addresses location, general layout, and engineering for the proposed infrastructures. The impact of local factors, such as present economic development, population distribution, construction materials, weather conditions, available level of workmanship, and the local legal environment will be evaluated. An overview of the pre-feasibility study objective and 30% design is presented. The management plan outline and project schedule are also discussed. The environmental impact assessment will cover three phases: Description of the present environment, determining significant environmental impacts, and outlining measures to mitigate negative impacts. The following key risk areas are discussed: traffic, competition, financing, political, project management, and pollution.
