The relationship between the maximum actual capacity of the road and the traffic flow is an important indicator to judge whether traffic congestion happened or not, so it is necessary to carry out intensive research on the influence of access density on the maximum actual traffic capacity of arterial roads. Speed-flow data of various accesses were acquired through the design of the simulation experiment of TSIS6.0, and then the study determined the best function relationship and calculated the maximum value of the corresponding function to show the maximum traffic capacity of arterial roads. The results show that with increased access density, the maximum traffic capacity of arterial roads decreases significantly. On such basis, the paper finally got the correction coefficient table of the influence on maximum actual traffic capacity of arterial roads by the entrance density by the way of using the hierarchical clustering analysis to merge the original data.
