Tibetan Plateau along the highway terrain is with better conditions, and road alignment indicators were generally great. There is a little horizontal interference factor of the road that is not at urban area. The driver often desired for higher speeds. In the high altitude environment, the driver is difficult to guarantee attention, increasing the severity of the accident. Accident data covers the State Road of 214 with 1,205 km in Qinghai. Two indicators that the rate of accident and deaths caused by speeding measure the number of road accidents caused by speeding and accident severity. The study gathered basic data by field investigation. The field was accident-prone sections that were identified by analyzing accident date. To understand the status of the vehicle’s operation status in Tibetan Plateau, the author analysis the accident-prone sections’ traffic flow conditions through the proportion of speeding vehicles and speeding vehicles’ speeding amplitude. For special plateau environment, this text proposed illegal speeding preventive measures, based on setting a reasonable speed limit.
