In order to improve the coverage rate of public transportation and make it possible for residents to travel conveniently, some cities opened a number of new bus routes. But due to the low revenue of those routes, the public transportation company has to trim their cost by sacrificing the service quality. Hence citizens complain about this frequently. In such a case, this paper proposes the concept of a cold route (what is could route, explain here) and analyzes its characteristics first, Then, it takes the cold route subsidies of Shenzhen Eastern Bus Group as an example and lastly, analyzes their revenues and costs. Based on the description of the game relation among the government, the public transportation company and residents, this paper uses a normal distribution model to develop the subsidy method. This method makes the government, the public transportation company and residents all part of a win-win situation. This paper can also be used as a reference for opening new routes.
