Base on the theory of Boission distribution of traffic accidents, which has been proved to be useful by many researchers, this paper inferred that spaces between traffic accidents obey negative exponent distribution. Under a given confidence level, the abnormal space of traffic accidents can be determined. With the analysis of the characteristics of traffic accidents, which composed the abnormal space, accident black spot and latent accident black spot can be identified. This traffic accident spots identification method is better representative of authentic distribution of accidents than other methods, and more accurate.
