Problem of photographing orbital target from another satellite is examined from viewpoint of primary target-tracking-sensor which is radar; examination of orbital dynamics of near miss encounter and consideration of radar angle noise and resultant influence on field of view, exposure, and dynamic resolution; for simultaneous, coradial apogees with differential altitudes up to 8 nautical mi, target line of sight and closing rates are reasonably constant for target distances greater than 20 nautical mi; for tracking radar rms angle noise value of about 1.5 mrad in time constant of about 0.5 sec, significant loss of images falling outside field of view, because of tracking noise, begins at target ranges of 20 nautical mi.
