If theories on water content of lunar surface materials are correct, design goals can be set for required levels of propellant production efficiences on Moon, offering new economies in manned space probes; thermal methods for recovery of water, namely, extraction in situ and extraction by processing rock; production efficiency or propellant multiplication ratio (P/H), is link between two lunar-propellant studies; mission requirement or application study which determines value of lunar propellants for various applications as function of P/H; and manufacturing facility design study which should lead to estimates of P/H.
