Traffic congestion and demand were measured in lower New York City using Sky Count method for aerial photographic analysis; high-altitude photographs are overlaid with geographic grid system corresponding to one minute of latitude and longitude and subdivided into 180 data cells, each 400 sq ft; traffic demand level, taken as number of active vehicles observed, and congestion level, taken as number of active vehicles found in waiting lines, are counted for each cell; empirical formulation of congestion demand relationship is determined for grid segment based on average characteristics of its constituent cells.
