Problem of guidance to near planets for controlling flight of ballistic vehicles with low specific impulse engines is examined; trajectories to which vehicle must adhere to minimize fuel consumption are treated to evolve measurable parameters; criteria for judging of suitability of these parameters; possible measurement techniques such as active and passive electromagnetic, and inertial techniques; guidance of vehicle to Mars is treated to provide basis for comparison.
