Requirements imposed on logistics system that is launched into low earth orbit are established and importance of orbit selection is considered, taking phasing and cross-range penalties into account as well as availability of launch opportunities for logistics mission; it is concluded that low inclinations should be near 29.6° except for one very specialized case; logistics vehicle is described that is compatible with Titan III and meets requirements of flexibility.
