Aspects in planning of system; requirements adopted are 80 mph maximum speed and 40 mph average for trains and 30,000 passengers/hr capacity for system; modernized "Metro" system will be used; cars will be 54 ft long 10 ft wide and 12 ft high from track; they will be completely air conditioned and will run on rubber tires but will have lightweight steel auxiliary wheels for additional safety; layout of alternate subway and overhead lines in city.
