Abstract The critical ionization velocity phenomenon (CIV) is only one aspect of the wide range of phenomena that accompany the interaction of magnetized plasma flow with the neutral gas. However, this one is distinguished from the rest first of all by it's universal nature: if the velocity of the magnetized by strong magnetic field plasma flow moving through the neutral gas exceeds some critical value the avalanche discharge will occur as soon as mean plasma electron is able to ionize neutral particle during it's mean live time. By this closer definition more than 30 years old Alfven's hypotheses for many configurations in solar system already became theorem proved not only experimentally but also by theoretical tools.
