The invention discloses a balancing device for a cylindrical floating platform and a balancing system and method with balancing devices. The balancing device for the cylindrical floating platform comprises an eddy propeller body. A shaft sleeve is arranged at the tail end of the eddy propeller body, and the outer wall of the shaft sleeve is connected with the eddy propeller body. The balancing device for the cylindrical floating platform further comprises a rotating shaft. The external diameter part of the rotating shaft is sleeved with a limiting gear, the limiting gear is arranged in the shaft sleeve, the shaft sleeve can freely rotate within the range from 0 degree to 180 degrees around the axis of the rotating shaft through the limiting gear, and the rotating shaft is installed on the circumferential surface of the cylindrical floating platform. A dynamic positioning control system analyzes the acting force output by the balancing devices for the cylindrical floating platforms to resist stormy waves and the outputting directions of the acting force, balancing devices for the cylindrical floating platforms output the specified acting force in the specified outputting directions according to a control command output by the dynamic positioning control system and push the cylindrical floating platforms, and then the cylindrical floating platforms are kept in preset coordinates.
