The invention relates to a vacuum seal type paddle wheel which is efficient, small and exquisite and little in splashed water. The vacuum seal type paddle wheel is characterized in that an appropriate cylindrical shell is disposed outside a common paddle wheel in a matched manner, a shaft penetrates the center of the cylindrical shell, and the whole paddle wheel is sealed except for a water inlet and a water outlet. When the paddle wheel is filled with water and the water inlet and the water outlet are soaked in water, the whole paddle wheel is sealed, the shaft is rotated, water flows out of the water outlet while the paddle wheel rotates, and advance force is applied to the whole paddle wheel. Due to the fact that the water outlet is in the water, little splashed water is achieved. Due to the fact that all blades work, high efficiency is achieved. The whole paddle wheel can be soaked in the water, so that the paddle wheel is small and exquisite and suitable for being used as the power source of a small floating object on water.
