The invention discloses a vehicle monitoring device, a vehicle management system, a vehicle-mounted device and a vehicle management method. The vehicle monitoring device, the vehicle management system, the vehicle-mounted device and the vehicle management method have the advantages that each first low-frequency communication module sends a piece of identification information thereof to the vehicle-mounted device in a corresponding parking space through a low-frequency channel, and the pieces of identification information of at least two first low-frequency communication modules corresponding to the same parking space are different, so that information transmission distances are controlled according to low-frequency signal superiority, information transmission is more precise, and by means of sending the multiple pieces of identification information, judgment bases are provided for each vehicle-mounted device to judge whether a parking position of a vehicle meets requirements or not; since precise communication with the vehicle-mounted device can be achieved by the aid of low-frequency signals, the vehicle management method and a parking space monitoring device are applicable to not only various parking lots but also parking on roads with complicated road conditions.
