The invention provides a bumper terrain clearance adjusting system and a method. The system comprises a whole vehicle controller VCU, a height adjusting part, a bumper body and a distance measuring unit, wherein the whole vehicle controller VCU is connected with the height adjusting part; the height adjusting part is connected with the bumper body; and the distance measuring unit is arranged on the bumper body. As the terrain clearance of the bumper body is adjusted, in particular, when the bumper body is collided with an SUV, the loss caused by obvious bumper body difference among vehicle models is reduced to the greatest extent.
