The invention discloses an underwater hovering impact crushing device and a control method thereof. The underwater hovering impact crushing device comprises a sealed buoyancy barrel and a steel cable and power cable. A buoyancy and tilting angle adjusting mechanism used for adjusting the buoyancy and the tilting angle of the buoyancy barrel in the water is arranged on the peripheral side wall of the buoyancy barrel. The buoyancy barrel further comprises hydraulic stations, a controller, a monitor and an impact mechanism used for crushing underwater working objects. A power cable body of the steel cable and power cable is connected with the controller, and a steel cable body of the steel cable and power cable is connected with a buoyancy barrel body. The controller controls the hydraulic stations, the impact mechanism, the buoyancy and tilting angle adjusting mechanism and the monitor to complete corresponding actions, and conducts signal transmission with an operating platform on the water surface through the power cable body of the steel cable and power cable. The hydraulic stations are connected with the impact mechanism and the buoyancy and tilting angle adjusting mechanism. The underwater hovering impact crushing device has the advantages of being simple and practicable in technological means, and capable of being used for engineering operation such as impacting, crushing, riveting, dismounting, rock drilling and perforating.
