The invention discloses a traffic peccancy control plate realizing positioning, orientation and speed fixing based on a Beidou satellite. The control plate comprises a Beidou dual-frequency module. The module is provided with a GSM and GPRS communication unit. The GSM and GPRS communication unit is connected with a traffic peccancy terminal through the satellite. The module is further provided with a vehicle attitude unit. The vehicle gesture unit is capable of identifying whether a vehicle is in a static state or a dynamic state and identifying the real-time course of the vehicle and a pitching or roll attitude angle of the vehicle. The control plate is capable of monitoring the running speed of the vehicle on full road sections, the installation cost of road monitor peccancy cameras is lowered, and a driver is earlier prompted to notice overspeed peccancy in the running process of the vehicle and is prompted to drive according to prescribed lanes and avoid entering a reverse driving lane.
