The invention relates to a system for controlling a benthonic home position video and monitoring water quality, and belongs to the fields of marine environmental monitoring and marine equipment. The system mainly comprises a floating sea-based platform, a receiving land station, a power supply system, a buoy collecting and transmitting system, an ultra-small-sized buoy and an underwater fixing device which are mounted according to an operational relationship, wherein the floating sea-based platform is connected with the receiving land station, the ultra-small-sized buoy and the buoy collecting and transmitting system respectively in a wireless manner. The system disclosed by the invention has the benefits that the system is low in cost and automated in design, the system can control the benthonic home position video and monitor the water quality in an on-line manner for a long time, and transmit high-definition home position video data and non-disturbance home position water quality monitoring data to a land base center at a low cost under the adverse sea condition resistant situation, and the system has a function of monitoring an anti-theft sea surface video; the system has a multi-point extending and integrating capacity, can provide a large data analyzing function, and has a data center; the system is steady in system, is high in data timeliness and complete and reliable in data; the maintenance cost is reduced, and the personnel safety is guaranteed.
