Provided are a travel support system, a travel support method, and a computer program that prevent a travel plan from being frequently corrected because of changes in congestion information. A configuration is provided in which a current vehicle state is acquired along with congestion information from a VICS center, whether the congestion state of the planned travel route of the vehicle has changed from the state indicated by the congestion information is determined using criteria based on the vehicle state, and if a determination is made that the congestion state of the planned travel route has changed, the changed congestion state is used to correct a travel plan (48).
